美国国务院根据《伊朗、朝鲜和叙利亚非扩散法》（INKSNA），对一系列外国实体和个人实施制裁措施。这些措施针对自1999年1月1日起向伊朗或从伊朗转移货物、服务或技术；自2005年1月1日起向叙利亚或从叙利亚转移；或自2006年1月1日起向朝鲜民主主义人民共和国（DPRK）或从DPRK转移，受多边控制清单（如澳大利亚集团、化学武器公约、导弹技术控制制度、核供应商集团和瓦森纳安排）管制的物品，或其他可能对大规模杀伤性武器（WMD）或巡航导弹、弹道导弹系统作出重大贡献的物品。被制裁的实体包括个人和公司，旨在阻止此类转移活动。
制裁于2026年1月22日生效，针对以下外国实体和个人：Ch’oe Ch’o’l-min（Choe Chol Min）（朝鲜国民）；EXPTRANS GMBH S.A.R.L.（黎巴嫩）及其任何继任者、分部或子公司；Futech Co. Ltd（中国）及其任何继任者、分部或子公司；International Biotechnology Services FZC（阿联酋）及其任何继任者、分部或子公司；JS Research Inc.（韩国）及其任何继任者、分部或子公司；Second Academy of Natural Science Foreign Affairs Bureau (SANS FAB)（朝鲜）及其任何继任者、分部或子公司。这些措施独立于其他联邦机构根据单独法律权威实施的制裁。
根据INKSNA第3节，美国政府对这些实体和个人施加以下措施：一、美国政府任何部门或机构不得从这些外国实体采购或签订采购合同，除非国务卿另有决定；二、美国政府任何部门或机构不得向这些实体提供任何援助，这些实体不得参与任何美国政府援助计划，除非国务卿另有决定；三、禁止向这些实体销售美国军械清单上的任何物品，并终止根据《武器出口控制法》向这些实体销售任何防御物品、防御服务或设计和建造服务的合同；四、不得向这些实体颁发新个体许可证，用于转移根据2018年出口控制改革法或出口管理条例管制的物品，并暂停任何现有此类许可证。这些措施将由负责的部门和机构实施，为期两年，自生效日起，除非国务卿随后另有决定。

Ch’oe Ch’o’l-min (Choe Chol Min) (DPRK national)
EXPTRANS GMBH S.A.R.L. (Lebanon); and any successor, sub-unit, or subsidiary thereof
Futech Co. Ltd (China); and any successor, sub-unit, or subsidiary thereof
International Biotechnology Services FZC (UAE); and any successor, sub-unit, or subsidiary thereof
JS Research Inc. (ROK); and any successor, sub-unit, or subsidiary thereof
Second Academy of Natural Science Foreign Affairs Bureau (SANS FAB) (DPRK); and any successor, sub-unit, or subsidiary thereof
制裁措施详情：
No department or agency of the U.S. government may procure or enter into any contract for the procurement of any goods, technology, or services from these foreign persons, except to the extent that the Secretary of State otherwise may determine.
No department or agency of the U.S. government may provide any assistance to these foreign persons, and these persons shall not be eligible to participate in any assistance program of the U.S. government, except to the extent that the Secretary of State otherwise may determine.
No U.S. government sales to these foreign persons of any item on the United States Munitions List are permitted, and all sales to these persons of any defense articles, defense services, or design and construction services under the Arms Export Control Act are terminated.
No new individual licenses shall be granted for the transfer to these foreign persons of items the export of which is controlled under the Export Control Reform Act of 2018 or the Export Administration Regulations, and any existing such licenses are suspended.
