美国OFAC发布General License X1 撤销并逐步取消伊朗原油产品授权

美国财政部外国资产控制办公室（OFAC）于2026年7月7日发布General License X1，撤销并取代2026年6月21日发布的General License X（General License X 临时授权伊朗原油及石化产品交易至2026年8月21日）。该X1许可证授权在2026年7月17日东部夏令时凌晨12:01前，进行原本被多项制裁法规禁止的、与伊朗原产原油、石化产品和石油产品生产、销售、交付或卸载相关的“通常附带且必要”交易，包括使用被封锁船只的相关服务，但仅限于此前已获授权交易的逐步取消（wind down）。

General License X1明确规定，自2026年7月7日起不得进行任何新的购买或装载此类伊朗产品的交易，所有支付给被封锁人员或实体的款项必须存入美国境内的被冻结计息账户。许可证适用于伊朗交易和制裁条例（31 CFR part 560）、俄罗斯有害外国活动制裁条例（31 CFR part 587）、乌克兰/俄罗斯相关制裁条例（31 CFR part 589）等多项法规，以及Executive Order 13846、13876、13902和13949等行政命令下的禁止事项。

该许可证不授权涉及朝鲜民主主义人民共和国、古巴共和国、乌克兰被覆盖地区或克里米亚地区的任何交易，也不授权其他被禁止的活动。OFAC此举旨在有序终止此前临时豁免，同时维持对伊朗及相关制裁的整体框架。

Revocation and Wind Down of June 21, 2026 Authorization for the Production, Delivery and Sale of Crude Oil, Petrochemical Products, and Petroleum Products of Iranian Origin

撤销并逐步终止2026年6月21日授权伊朗原产原油、石化产品和石油产品的生产、交付和销售

(a) Effective July 7, 2026, General License X, dated June 21, 2026 is revoked and superseded in its entirety by General License X1.

(a) 自2026年7月7日起，2026年6月21日的一般许可X被完全撤销，并由一般许可X1取代。

(b) Except as provided in paragraph (c), all transactions prohibited by the above-listed authorities that are ordinarily incident and necessary to the wind down of transactions previously authorized by General License X are authorized through 12:01 a.m. eastern daylight time, July 17, 2026, provided that any payment to a blocked person must be made into a blocked interest-bearing account located in the United States.

(b) 除(c)款规定外，所有被上述列出当局禁止、但通常附带且必要于逐步终止先前由一般许可X授权交易的交易，获准至2026年7月17日东部夏令时上午12:01前进行，前提是对被封锁人员的任何付款必须存入位于美国的被封锁生息账户。

Note to paragraph (b). Except to the extent ordinarily incident and necessary to the wind down of transactions previously authorized by General License X for the production, sale, delivery, or offloading of crude oil, petrochemical products, or petroleum products of Iranian origin, paragraph (b) does not authorize any new transaction, including purchases or loading of such products on or after July 7, 2026.

(b)款附注。 除通常附带且必要于逐步终止先前由一般许可X授权的伊朗原产原油、石化产品或石油产品的生产、销售、交付或卸载交易外，(b)款不授权任何新交易，包括2026年7月7日或之后购买或装载此类产品。

(c) This general license does not authorize:

(1) Any transaction involving a person located in or organized under the laws of the Democratic People’s Republic of Korea, the Republic of Cuba, the Covered Regions of Ukraine, as defined by E.O. 14065, or any entity owned or controlled by or in a joint venture with such persons; or
