英国首次对非法移民实施制裁，制裁对象包括犯罪团伙头目、主要中间人和人口走私设备供应商。英国对 25 名人口走私网络核心人员实施制裁，这些网络导致非法移民进入英国。
制裁对象包括参与人口走私和非法移民进入英国的个人和实体，涵盖亚洲的小型船只供应商、中东的非正式哈瓦拉资金转移机构，以及巴尔干半岛和北非的犯罪团伙头目。
英国声明表示，一家中国威海的公司（WEIHAI YAMAR OUTDOOR PRODUCT CO)也受到了制裁，该公司在一个在线市场上宣传其小型船只，明确表示其目的是用于人口走私。广告中宣传的这些船只正是犯罪团伙使用的船只，用于将移民塞入其中，然后冒着巨大的风险将其运过英吉利海峡。
本次制裁是英国根据新的全球非法移民制裁制度做出的首次指定。该制度是世界首创，授权英国外交、联邦和发展事务部（FCDO）不仅能够对参与向英国偷渡的个人和实体实施制裁，还能对任何被发现为其活动提供便利的金融家和公司实施制裁。

Weihai Yamar Outdoors Product Co is an involved person under the Global Irregular
Migration and Trafficking in Persons Regulations 2025 on the basis of the following
ground: Weihai Yamar Outdoors Product Co is or has been involved in the provision of
economic resources, goods or technology that could contribute to a relevant activity,
namely people smuggling, by offering rigid inflatable boats for sale on online retail
platforms which are advertised to people who facilitate the unlawful arrival in a country
of an individual who is not a national of that country or resident in it, including, but not
limited to, the arrival in the United Kingdom of individuals from France by rigid inflatable
