美国对俄罗斯金融机构的能源相关交易的GL 8L到期

美国财政部外国资产控制办公室 (OFAC) 尚未续签与俄罗斯相关的通用许可证GL 8L，该许可证授权逐步终止根据 EO 14024 受到制裁的某些俄罗斯金融机构的能源相关交易。
OFAC将允许《俄罗斯有害外国活动制裁条例》下的一般许可证 (GL) 8L到期。因此，OFAC 的广泛禁令首次适用于与 OFAC 特别指定国民 (SDN) 名单上的大量具有系统重要性的俄罗斯金融机构进行的能源交易。
GL 8L：
Except as provided in paragraph (c) of this general license, all transactions prohibited by Executive Order (E.O.) 14024 involving one or more of the following entities that are ordinarily incident and necessary to the wind down of any transaction related to energy are authorized, through 12:01 a.m. eastern daylight time, March 12, 2025: (1) State Corporation Bank for Development and Foreign Economic Affairs Vnesheconombank; (2) Public Joint Stock Company Bank Financial Corporation Otkritie; (3) Sovcombank Open Joint Stock Company; (4) Public Joint Stock Company Sberbank of Russia; (5) VTB Bank Public Joint Stock Company; (6) Joint Stock Company Alfa-Bank; (7) Public Joint Stock Company Rosbank; (8) Bank Zenit Public Joint Stock Company; (9) Bank Saint-Petersburg Public Joint Stock Company; (10) National Clearing Center (NCC); (11) Any entity in which one or more of the above persons own, directly or indirectly, individually or in the aggregate, a 50 percent or greater interest; or (12) the Central Bank of the Russian Federation.
